Diagnostics.

Diagnostics are the compiler's authoritative correction path. Preserve their code, severity, location, suggestion, fix, and related locations.

Envelope

Each diagnostic has a machine code, error, warning, or info severity, a message, and data. It may add source ranges, a suggestion, edit operations, and related ranges.

Caps and failure behavior

The compiler caps diagnostics at 20 per block and 200 per document; deployments may only lower those limits. Invalid Source produces no partial Artifact.
